Street works certificates
Everyone holds LA. Operatives add the O units for the work they do; supervisors add the S units for the work they monitor.
Required by everyone
Held by operatives and supervisors alike. If this certificate expires, every other street-works certificate you hold is invalid.
Operative units
Held by the people carrying out the work. Each O unit also depends on LA and O1 remaining valid.
Signing, Lighting & Guarding
Operatives. O1 is a key certificate — every other O unit depends on it.
Setting out a works site so traffic and pedestrians stay safe: the survey and risk assessment before you start, safety zones and layout, provision for pedestrians and vulnerable users, and the forms of traffic control.
Excavation in the Highway
Operatives who break ground.
Opening the highway: recognising the road and footway structure you are cutting through, excavation methods, working safely around other apparatus and in high-risk areas, and handling excavated material.
Reinstatement & Compaction of Backfill Materials
Operatives reinstating an excavation.
Putting the hole back: choosing backfill materials, surrounding apparatus correctly, compacting in the right layer thicknesses with the right number of passes, and dealing with surplus material.
Reinstatement of Sub-base & Base in Non-bituminous Materials
Operatives reinstating sub-base and base layers.
Non-bituminous sub-base and base reinstatement: preparing the backfill layer beneath, the materials permitted at each level, and laying and compacting them to the SROH.
Reinstatement in Cold-lay Bituminous Materials
Operatives surfacing in cold-lay materials.
Cold-lay bituminous reinstatement: preparing the layer, the cold-lay materials permitted and where, and laying and compacting them.
Reinstatement in Hot-lay Bituminous Materials
Operatives surfacing in hot-lay materials.
Hot-lay bituminous reinstatement: preparing the layer, hot-lay materials and their temperatures, laying and compacting, and forming joints and a finished surface.
Reinstatement of Modular Surfaces & Concrete Footways
Operatives reinstating block paving, flags and concrete footways.
Modular and concrete footway reinstatement: taking up modules and concrete safely, sub-base and fixed features, bedding, laying and jointing modules, and concrete footways.

Supervising a signed site: checking the survey, monitoring site protection and traffic control, and carrying out site safety inspections.
Monitoring Excavation in the Highway
Supervisors overseeing excavation.
Supervising an excavation: monitoring the dig, checking that apparatus is protected, checking excavated materials, and inspecting for site safety.
Monitoring Reinstatement & Compaction of Backfill Materials
Supervisors overseeing backfill and compaction.
Supervising backfill: checking materials, compaction, layer construction around apparatus, and site safety.
Monitoring Reinstatement of Sub-base & Base in Non-bituminous Materials
Supervisors overseeing sub-base and base reinstatement.

Key certificates
Three certificates carry the others. LA underpins everything — if it expires, every street works certificate you hold is invalid. O1 does the same for the other operative units, and S1 for the other supervisor units. Renew a key certificate late and the units depending on it lapse with it, so it is worth knowing which of yours is the earliest to expire.
